Tam 20 yıl önce Azerbaycan’ın Yukarı Karabağ bölgesindeki Hocalı kasabasında 26 Şubat 1992 yılında Ermenistan ordusu sivil, kadın, çocuk, yaşlı ayırımı yapmadan 613 kişiyi en ağır işkenceler uygulayarak soykırıma tabi tutmuştur.
Dünya kamuoyu bu konuda hala suskun durmaktadır. Hocalı katliamı Türkiye Büyük Millet Meclisi tarafından daha soykırım olarak resmi kabul edilmemiştir. Bugün Fransa, olmamış sözde ermeni soykırımını tanımak dışında, onu inkar edenlere ceza uygulama yasa tasarısını kabul etmiştir. Azerbaycan Türklerine karşı yapılan Hocalı katliamı hakkettiği hukuki statüsünü almalı, inkar edenler ise cezalandırımalıdır. Bir ermeninin ölümünü binlerle insan protesto ederken, yüzlerle Türkün vahşicesine öldürülmesini görmezden gelmek en az Şehitlerimize saygısızlıktır!
Bu sebepten 26 Şubat 2012 tarihinde Azerbaycan ve Türkiye bir millet iki devlet olarak Hocalı Soykırımını Bir Daha Dünyaya Tanıtmak İçin Taksim Meydanında Yürüş Yapacağız. Bütün dünya Türkiye Azerbaycan Kardeşliğinin gücünü, birlik ruhunu bir daha görecektir! Biz, Yurtdışında Eğitim Alan ve Mezun Olmuş Azerbaycanlı Gençlerin Uluslararası Forumu – ASAİF olarak bu eyleme destek olmak, bu eylemde öncülük yapmak isteyen Azerbaycan ve Türkıye gençliğinden bu eylemde aktif rol almasını rica ediyoruz.

O gün neler yaşandı????

6 yanvar 2012-ci il tarixində 72 nömrəli məktəb-liseydə “Sığortalı Gələcək” seminarı keçirilmişdir. Seminarın məqsədi  sığorta ilə bağlı maarifləndirmə işinin aparılması, şagirdlər arasında sığorta mədəniyyətinin yüksəldilməsi, şagirdlərin diqqətinin sığorta məsələlərinə çəkilməsi, sığorta işinin şagirdlərə daha fərqli və kreativ üsullarla çatdırılmasıdır. Seminarı 72 saylı məktəb-liseyin  koordinatoru Orxan Əliyev keçmişdir.

Qeyd etmək istərdim ki, bu seminar  Azərbaycan Respublikası Maliyyə Nazirliyinin Dövlət Sığorta Nəzarəti Xidməti “İRƏLİ” İctimai Birliyi ilə birgə həyata keçirilən “Sığortalı gələcək” layihəsinin davamı deyildir. Sadəcə olaraq özüm bu layihədə uğurla iştirak etdiyim üçün qazandığım bilikləri bir koordinator kimi feedback şəkilində və təbii ki,  Azərbaycan Respublikası Maliyyə Nazirliyinin Dövlət Sığorta Nəzarəti Xidməti əməkdaşının icazəsi ilə şagirdlərə çatdırmaq istəmişəm. Düşünürəm ki, şagirdlərin bu seminarda qazandığı sadə biliklər onlara öz şagird həmyaşıdlarından fərqləndirərək, gələcəkdə bu sahəyə daha ciddi yanaşmalarına kömək edəcək.

23 dekabr 2011-ci ildə məktəbimizdə hər biridə 5 deputat olmaqla 6 komanda bu intellektual oyunda iştirak etmişdir. Oyun iki hissədən (raund) ibarət olmuşdur. Birinci hissədə deputatlara ümumi dünya görüşünə əsaslanan 10 sual verilmişdir. 1-ci və 4-cü komanda bu hissədə daha fəal təəssurat bağışlayırdı və bunun məntiqi nəticəsi olaraq 1-ci komanda ən çox yəni, beş suala düzgün cavab verərək siyahıda liderliyi ələ aldı.

ikinci hissədə oyun daha maraqlı vüsət aldı. Bu hissədə artıq suallar tamam fərqli oldu.Daha çox məntiqə əsaslanan və nəticə etibarı ilə çətin hesab edilən 10 sual komandalara təqdim edildi. Artıq bu hissədə iki fəal komanda yox düz dörd komanda fəallığı ilə seçildi. Düzgün cavabların sayina görə 3-cü və 5-ci komanda öz rəqiblərinə çatmağı bacardılar. Gərgin keçən hissədə 3-cü komanda ən çox suala cavab verməklə raundu birinci yerdə tamamladı. Hər iki hissədə ümumilikdə verilən 20 suala ən çox düzgün cavab vermiş dörd komanda növbəti yəni, ikinci tura vəsiqə qazandı. Əfsuslar olsun ki, suala ən az düzgün cavab vermiş 2-ci və 6-ci komanda növbəti tura keçə bilməmişdir.

Helsinki Human Rights Watch has addressed how the Soviet brutal army intentionally crashed unarmed peaceful civilians under their tanks. According to its reports, “among the most heinous violations of human rights during the Baku incursions were the numerous attacks on medical personnel, ambulances and even hospitals”.[1] As a result of illegal entering of troops into Baku city and regions of the republic 133 men were killed, 611 men – wounded, 841 men illegally arrested and 5 missing. Among the victims was seven year-old boy, sixteen year-old girl, eighty years-old man, a young doctor shot in ambulance while helping another victim, and many other innocent civilians. The soldiers sacked and burnt 200 houses and apartments, 80 automobiles, including ambulance cars, the state and personal property at the result of punitive measures carried out with unprecedented brutality. [2] The bloodiest acts of state terrorism and crime were carried out by the Soviet regime against Azerbaijani people on January 20. This massacre has been, from that time on, mentioned as the “Black January”.

Looking to the background of the massacre committed by the Soviet troops, it was clearly understood that this military operation was totally planned and calculated act. This aggression against Azerbaijani people fulfilled step by step. Before the troops arrived in Baku, the Azeri Supreme Soviet and other political bodies were paralyzed; weapons were gathered from militia employees under the pretext of population disarmament. The Soviet authorities exploit the power block of televisions and stopped the broadcasting in Azerbaijan on January 19 in order to deprive population from getting information. Foreigners were not allowed to enter to the city. Western reporters were banned from traveling to Baku to cover the events. Soviet Defense and Interior Minister, and military officials came to Baku some days before, for realization of this calculated terrorist attack. Soviet reservist, which was prepared for the special mission, had been mobilized and sent to the region exactly for fighting. Most of the Soviet militants were the orphan people prepared for the special mission.

At this point, it would be better to look at the reasons for Soviet intervention to Azerbaijan in detail. Armenia tried to use this event for their benefit, and argued that the main purpose of the Soviet Army intervention to Azerbaijan was to stop the pogrom against the Armenian population in Baku led by the Azeri people. Soviet leader M. Gorbachev used this argument to justify Soviet intervention to Azerbaijan. The military contingent entered to Baku was informed that, you are going to protect the rights of Russians and Armenians, which was violated by the local population. But it was explicitly disinformation. The real face of the Soviet attack was totally different.

At that time, Azerbaijan was subjected to aggression from neighboring Armenia. Armenia violated the territorial integrity of Azerbaijan, which was resulted the occupation of the Azerbaijan territory, and tried to unite Nagorno Karabakh to Armenia. And Moscow was supporting Armenians’ demands on this issue. In March 1988 the Central Committee of the Communist Party of the Soviet Union and the Council of Ministers of the USSR, adopted a special decision for taking Nagorno-Karabakh away from the Azerbaijani SSR. Nagorno-Karabakh was granted exclusive rights, and a further step was taken by the Centre to remove the Nagorno-Karabakh autonomous region from the control of Azerbaijan. The Presidium of the Supreme Soviet of the USSR published a statute on 12 January 1989 on the introduction of a special form of administration in the autonomous region. The administration in the autonomous region of Nagorno-Karabakh was entrusted to a specially created committee under the chairmanship of Arkady Volsky. This effectively signified the removal of Nagorno-Karabakh from the control of the Azerbaijani SSR. The Supreme Soviet of the Armenian SSR adopted on the 1st of December 1989 a decision to annex Nagorno-Karabakh to the Armenian SSR.

Beginning from 1988 there was ethnic cleansing against Azerbaijani population in Armenia and West part of Azerbaijan by Armenian military groups. Azerbaijanis living in Armenia were expelled from their own homes with unprecedented brutality and many of them, including old people, women and children, were killed. Following all of these events during that time, an Azeri national movement emerged against the background of Soviet dual policy and withdrawal of the Azeri population from their historical territory. In 1988, Azerbaijan became one of the first Soviet Republics to adopt the declaration of sovereignty, and this was a clear manifestation of independence from the Soviet point of view. The invasion of Baku by the Soviet Army was clearly to stop the dissolution of the Communist regime, crush any opposition in Azerbaijan’s bid for independence, and preserving status quo. In the fall of 1989, the national independence movement had reached an incredible momentum with hundreds of thousands of people demonstrating for the ideals of independence and territorial integrity. For this reason, the Soviet argument to justify military intervention to Baku was just pretext.

Human Rights Watch report, entitled “Black January in Azerbaijan”, clearly states: “Indeed, the violence used by the Soviet Army on the night of January 19-20 was so out of proportion to the resistance offered by Azerbaijanis as to constitute an exercise in collective punishment. Since Soviet officials have stated publicly that the purpose of the intervention of Soviet troops was to prevent the ouster of the Communist-dominated government of the Republic of Azerbaijan by the nationalist-minded, noncommunist opposition, the punishment inflicted on Baku by Soviet soldiers may have been intended as a warning to nationalists, not only in Azerbaijan, but in the other Republics of the Soviet Union.”

The report of Human Right Watch on the 20 January events shows that there was no any pogrom against Armenians in Baku. It was also reported that in the list of the innocent victims of the Black January there were people from the different community of Azerbaijan, such as Russians, Jews, and also others. The Soviet argument that the Russian troops entered to Azerbaijan for stopping so-called violation against the Soviet citizen had not justification because Azeri people who died at the result of Armenian pogroms were also Soviet citizens, and Soviet army did not intervene to Armenia for stopping pogroms against Azeris. Soviet mass media did not even mention that tragedy, and crime passed over in silence.

Also before that event happened in Azerbaijan, the brutal military attack of the Soviet troops to Almaty in 1986, to Tbilisi in 1989, and lately to Lithuanian capital Vilnius in 1991 prove that the 20 January event was exactly because of the political reason. It appears the last breathe of the Giant, as that era was the decline of the Soviet Empire. Beginning from the Soviet occupation to Afghanistan in the 1980s, the Soviets began a downfall from its world power position. Followingly, some nationalist movements suddenly emerged in the Soviet Union.

The Black January was a turning point in the history of Azerbaijan. This massacre did not stop the people of Azerbaijan from continuing their struggle until the achievement of the national independence of the country. Despite being subjected to military, political and moral aggression, Azerbaijani national movement succeeded to stand against Soviet challenge, and Soviet troops eventually had to withdrawn from Baku. Subsequently Azerbaijan declared its independence on October 18, 1991. With the Decrees of the President of Azerbaijan Heydar Aliyev of December 16, 1999 all the victims of the crackdown were awarded the title “Martyrs of January 20.”

Each year the people of Azerbaijan commemorate the Black January and pay tribute to the memory of the victims of this tragedy. Nineteen years pass from those events. Azerbaijan is prepared to commemorate one of its black, but pride day in its history. In that day millions of Azerbaijani visit the Martyrs Avenue. The Martyrs, who died in that day, are among the first, who sacrificed their lives for freedom that Azerbaijan nowadays enjoy and those heroes will never be forgotten. The sons and daughters of the Motherland killed at that terrible night have written a brightest page in history of Azerbaijan, and paved the way to national liberation and independence of the Azeri people.

History of Armenian Terrorism

Acts of terrorism of Armenians began from 1896. That year they exploded a post office in Istanbul and caused the death of a number of innocent citizens. This act of terrorism caused hatred in the world community towards Armenian. But the feeling of hatred was not forever. On the contrary, later, that act of terrorism was justified by presenting Armenian people as poor and pitiful. Armenians liked that. In 1905-1907, 1918-1920, 1937, 1948-52 and 1988 they committed acts of terrorism against our nation. During the century we became victims of several open and confident acts of terrorism and exiles. Moreover, I can mention World Wars I and II. During those years Azeris suffered much from the atrocities of the Armenians. But we kept silent every time. We were forced to forget and we forgot everything.

Many thanks to Mr. Heydar Aliyev, the President of the Azerbaijan Republic. He re-established the memory of our people in respect of the acts of terrorism and repressions. He created possibilities to study a true history.

Armenians indicate false facts of history in their school-books. They do everything to cherish in the memory of future generation, false facts of history. While dying, Daronyan, famous Armenian writer addressed his people with the words, “Armenian if you saw and did not kill a poisoned snake you could be forgiven, but if you saw and did not kill a Turk you would not be forgiven by any Armenian”.

These words indicate a wish of our thankless neighbors. We visited the grave of M. A. Rasulzada at the oldest Ankara cemetery. Near, that grave we saw graves of Turkish diplomats killed at their jobs by Armenian terrorists.

39 Turkish diplomats were killed in different countries from January 27, 1973 to November 19, 1988. Their corpses were delivered to Turkey and they were buried in that cemetery. “Here are the graves of those killed by terrorists at their job places” — these are records written on their memorial monuments.

I asked Turkish men, as if unaware, whether they knew by which terrorists this was done. “Of course Armenians,”-Yahya Dashdalan answered.

Well, we can not ask that gentleman to accompany every visitor of this cemetery. We can no ask him to announce to everybody what was done by Armenians. The Turks wrote names of those killed and their dates of death on the memorials. Why not inform everybody about the guilty parties.

While speaking about our enemies, it is necessary to point out that they teach their babies from their cradles that the Turks are the most severe enemy of Armenian.

One of the Turkish gentlemen half in a joke but half in a serious way said that by mentioning names of Armenians in the records on memorials of victims would insult the spirits of those victims.

Another gentleman supported my idea and said: “We had to indicate names of the guilty parties not only on the grave memorials. We should also indicate them in school-books so that our young generations are informed of enemies we met while defending our origin, nation and motherland.”

A lot of people in our country think the same way. On February 28, 1906 at the meeting held in Tiflis near the Caucasian official Ahmad bay Agayev revealed and condemned the indifferent attitude of authorities towards the action of the “Dashnak” Party. He said: “Thus, there had been a 15 year old armed party. Nobody even in the government tried to prevent their atrocities. This party was even supported. So, we ourselves had to prevent these atrocities.”

As a way of struggle Ahmad bay considered a suppression of terrorism. Thus, he decided to create “Difai” Party. Ganja was chosen as a motherland for this party. On the back way from Tiflis he stopped in Ganja. There he met with a progressive youth and intellectuals. He delivered a speech in a Mosque full of people. “Dear people of Ganja! We were impressed by last clash between Turks and Armenians. Neither Muslim religion nor humanity can accept such atrocities… Even wild animals did not allow themselves actions which were done by Armenians. There was no similar case in the history”.

That evening Ahad bay and some intellectuals of Ganja (Alakbar Rafibayli, Alakbar and Alaskar Khasmammadov brothers, doctor Hasan Agayev and Nasib bay Usubbayov held a meeting. They came to a unanimous conclusion that “people had to be mobilized.” They did so and created “Difai”.

In our 70 years of history and political resources “Difai” was considered as a party with an aim “to cause clashes between nations.” “Difai” increased very quickly. Several days later it was not possible to prevent the dissemination of proclamations calling on revenge. One of those proclamations ran: “The purpose of our party is to establish unity and sincere fraternity among the Caucasian parties. But if “Dashnak” Party continue its aggressive attacks on Muslims they will meet with severe response.”

Immediately after Armenians felt in panicked and had to conclude a peace agreement. That peace lasted just 10 years. In 1918 Armenians got another beneficial situation.

I would like to describe one of the scenes of 1906. It is from the memories of Omar Faig. I read a fragment of Omar Faig in Tifiis while preparing it for publication. I memorized this scene in my heart forever. Omar Faig wrote: “While passing across Vorontsov Bridge Turkish porters were thrown into river”. Thrown into water the drowning Turkish porters tried to do their best to survive. They were about to reach a shore but faced gun fire. Porters disappeared. Then the surface of the water was full of blood and corpses. It was the worst picture I had ever seen”.

Such terrible scenes could be observed in almost all big Caucasian cities. Even women, children and old-aged people were not spared. In comparison with 1918 a tragedy of 1906 was not so terrible. A number of killed or brutally injured Azeris were much more increased in 1918. The situation was very difficult and the Azeris did not have guns. Well armed Armenian soldiers who came back from the Iranian front were concentrated in Baku. Leaders of those soldiers were Armenians. On March 30 the Defense Committee was established with the aim to coordinate the battle. A Committee headed by S. Shaumyan included Japaridze, Korganov, Saakyan, Yolchiyan and others. Baku was devastated within 3 days. This is a fragment from the memories of N. Narimanov: “Even if a Muslim was a bolshevik he was not spared. Dashnaks said that they did not recognize any difference whether a person was a bolshevik or not. If a person is a Muslim he should be killed. They killed everyone they wanted, destroyed and ruined every house they did not like. Using a cover of bolshevism Dashnaks were very brutal against Azeris – both women and men”. 12.000 of Azeri civilian were murdered in Baku, 7.000 in Shamakhi and the same number in Guba and other cities. Atrocities by Armenians were described by witnesses: insulted corpses of 57 Muslim women were found with their ears and noses, sex organs cut off, stomach tore off. During their massacres Armenians entered a house of 80 year old Haji Amir Aliyev and killed his old spouses (60 and 70 years old). They also cut into pieces a 3 year old baby and nailed a 25 year old woman to a wall.

In this book “History of Azerbaijan Struggle for Independence” Huseyn Baygara wrote: “The massacre of Azeri Turks began in Baku on March 30, 31 and on April 1 disseminated around Shamakhi, Kurdamir, Salyan, Guba and Lankaran. Their next point of aggression was Ganja. They colluded with Armenians from Karabakh, joined forces and moved towards Ganja”.

Cruelty and brutality of our enemies do not meet the norms of morality and humanity. We should not forget families burnt alive in Gazakh, burnt planes and helicopters in the sky of Garabag, our murdered brothers and sisters, fathers and mothers, our countrymen murdered in Khojaly and many others. These memories should always cause our hatred toward enemies.

Our enemies will not be able to escape our revenge for that genocide. We should have revenge for each burnt village, each destroyed city and each murdered baby. We should try to do our best in this way.
